The Pakistan Cricket Board (PCB) has announced an immediate suspension of all No-Objection Certificates (NOCs) for players intending to participate in T20 leagues outside Pakistan. This decision, communicated on September 29 by the board`s chief operating officer, Sumair Ahmad Syed, was made without providing any public rationale and notably followed Pakistan`s narrow defeat to India in the Asia Cup final.
The formal notice, which has been reviewed, explicitly stated: “With the approval of Chairman PCB, all No Objection Certificates (NOCs) for players with respect to participation in leagues and other out of country tournaments are hereby put on hold until further orders.”
While no official explanation for this sudden halt has been provided, speculative reports indicate that the PCB might be working towards linking NOCs to a performance-based system. The specific criteria for such a system have not yet been disclosed to the public. The board`s apparent objective is to motivate players to prioritize and excel in national and domestic competitions. Nevertheless, there is currently no clarity on the duration of this evaluation period or when the suspension on NOCs might be rescinded.
This significant policy change occurred the day after Pakistan narrowly lost to India in the Asia Cup final held in the UAE, despite having won a T20I tri-series during the same tour. Coincidentally, the Quaid-e-Azam Trophy, Pakistan`s leading domestic first-class cricket tournament, is scheduled to commence in October, having already been postponed from its initial September 22 start date.
Specifics regarding the duration of this NOC suspension, potential exemptions, or future procedures remain undisclosed.
The suspension directly impacts several prominent Pakistani cricketers. Seven players, including star performers like Babar Azam, Mohammad Rizwan, and Shaheen Afridi, were expected to participate in Australia`s Big Bash League (BBL) starting in December. Additionally, sixteen Pakistani players, such as Naseem Shah, Saim Ayub, and Fakhar Zaman, are on the shortlist for the ILT20 auction, scheduled for October 1 in the UAE, and their involvement is now uncertain.
